Everybody's free to talk as much as they can and want. If you don't want to hear, just don't -it's your choice. Since you opt-in to follow a person, you can always opt-out if you think their stream is of no value. But it's not nice to instruct them to change their tweeting habits because your stream is filled with their posts. Just unfollow, or hush.
